California wrenches:

1. What are your experiences with utilities charging for TOU meters?
2. Does anyone know the approximate cost of a GE kv watthour meter (S base)?
3. Does anyone know the relevant CPUC or CEC or state law that addresses this issue?


Background:

In PGE territory, if a residential customer switches to time-of-use (TOU), there 
is a $277 charge for "meter installation and account setup fee" if the customer 
"does not have an existing time-of-use meter programmable for this rate 
schedule" and ongoing meter charges of $0.04270/day.  This is independent of 
solar, and is addressed in the CPUC tariff for TOU (tariff E-7).  If they have 
had TOU for a sufficient time, they did not pay the $277 charge, but have been 
paying a higher meter charge ($0.12813/day or $46.47/year).

The E-net tariff states: "If the eligible customer-generator’s existing 
electrical meter is not capable of measuring the flow of electricity in two 
directions, the eligible customer-generator shall be responsible for all 
expenses involved in purchasing and installing a meter that is able to measure 
electricity flow in two directions."

We are finding that customers who are already on TOU are being charged an 
additional $277 for switching to E-net.  This seems a bit excessive: if $277 is 
the charge for "meter installation and account setup", then why is $277 again 
charged?

(In SCE territory, there is a TOU-meter charge of $0.072/day, which presumably 
covers the cost of meter installation and account setup.  In SDGE territory, the 
TOU metering chage is $3.84/month.  Apparently in neither territory is there an 
initial fee).
