Grid offseting system for 10-12 homes, Colorado [RE-wrenches]

Greetings!
I am trying to put together a system or systems for 10-12 homes that would be grid connected and use pv to offset the loads.
The plan would be to erect a 10-12kw array on a large concrete wall. The local utility company says that we would have to have a huge liability policy since we would be considered our own power company!? With that in mind I'm talking to the developer about using an SW plus inverter at each home with a minimal battery bank. By using the utility to keep the batteries at float level, anything generated by the RE source would then be used to offset the loads of the house, correct?  Forget about using a Sunny Boy for now, unless we can get utility approval. 
How big of inverter would you suggest? How about Outback inverters?  Any help or info would be appreciated.
