Regarding CPUC and title to green tags, the final ruling has not come out
yet. However, it looks like upcoming rulings will go in favor of the
small-scale owners in terms of them keeping title to their green tags.
The latest policy for Mainstay with regards to California is not to actively
market there...yet

Rumor around here is that FERC ruled against PG&E's grab for the green
tags in their territory. I am trying to find out what the PUC might need
to do to clarify the issue so we can sell green tags in the Investor
Owned Utility regions of california.
