A friend was working for someone with a patent on a similar-sounding device intended for commercial lighting circuits. Installed on the 277V fluorescent lines, it enabled the utility to dim the connected lights a few percent during peak periods. In exchange, the business gets preferential kWH rates. Dropping the input voltage or limiting current to a residence sounds a little scary...
