Coldest Daytime Ambient Temperature [RE-wrenches]

The lowest temps generally occur just before sunrise.  So the lowest 
daytime temperature is probably going to be very close to the lowest 
nighttime temperature.  Probably not what we wrenches want to hear, but I 
don't know how we'd get an allowance for lowest daytime 
temperatures.  Sure, the panels are not running full out (if at all) at 
sunrise because of lousy sun angles, but how would we successfully make 
those distinctions to the people that we would need to convince?
