Allan:

Yes, they are all NRTL.  However they have widely varying degrees of
ability to read and apply the UL standards as we will see with new
products.  NRTL status does not automatically grant the knowledge to
apply either UL or CSA standards in all products and all fields.  ETL
used to list industrial refrigeration systems--they are now branching
out.

The PV manufacturers who use UL try to pick up on the safety issues
that UL lets slip through on their competitors.  If they make enough
noise, UL has to address those slips.

However, a UL client doesn't have much leverage against an ETL or CSA
client.

When PV people bring suspected safety problems to me, I will attempt
to get all products listed to a level playing field when I find out
who the ETL and CSA testing people are.

Incidentally, the local jurisdiction still has to accept UL, ETL, and
CSA listed products.  The many inspectors that I have talked with
recently do accept them, but that is not saying that all inspectors
will do so.
