Daryl,

Sorry, I didn't mean voltage. I was using EMF, perhaps incorrectly, for
"Electromagnetic Field".
So would there be any signal on a DC circuit with no current flow?

Yes you are correct on AC and NO you are wrong on DC
EMF is electromotive force.
The twisting is to eliminate the differencial mode
signals like and antenna.  The common mode signals
which effect both wires to ground there is no benifit
from twisting other than keeping the wires together.
