Hey:

Regardless of geography, political temperament, race or creed I would think 
that you would agree, allowing utilities to assess a per kilowatt/hour charge 
to customers who choose to install a PV system is counter productive to solar 
in general.  Once a rate charge is established we will forever be discussing 
how deep the fee shall go and the whole concept of net metering will be 
abolished.  It will no longer be net metering, it will become net/net 
metering because the on grid PV generator may retain only those earnings that 
are acceptable to the for-profit utility. This kind fee will kill on grid 
installations for all but the most enthusiastic supporters of PV and clean 
energy.
