Hi Carl,
What you want to do is increase the emissivity of the back of the panel.
Shiny stuff like alluminum foil and hi gloss paint have low emissivity.
Dull stuff like flat latex has high emissivity.
Color doesn't matter.
The rubber sheet on the back of the modules is probably in the middle to 
high end of the emissivity range.
I think it would be difficult to get flat paint to adhere to the rubber 
and stay there for 25 plus years.
When possible I mount PV over pool panels. Leaving 4" for ventilation 
the same as a plane fo roof mount. We estimate 30% shading losses, so 
add a panel or two to the pool heating to get the required insolation 
for that system.
