A standard AC lighting ballast is a type of transformer.  I have yet to see
a DC transformer, although they has been trying since Edison invented DC
lighting.

Ballasts designed to operate fluorescent lighting on DC power include an
electronic circuit to either convert the DC into a square wave on-off pulsed
electrical flow which can operate through a transformer, or generate a very
high frequency waveform that does not require any ballast.

A standard AC ballast connected to a constant DC voltage source might make a
good electro-magnet though!
