AC disco Wiring? [RE-wrenches]

>From looking at numerous PV installations I have noticed that the wiring
of AC disconnects can be done in two different fashions.  Is it best to
land the wires from the inverter or the wires from the service panel on
the top of the switch?  I had been landing my wiring from the inverter
on top, but I think this may be incorrect, even though all systems have
passed inspection.  It now seems to me that the wires from the main
panel are always hot and should land on top?
