Hi Jay,

This exit fee thing is a real mess, and does include existing systems, 
at least for now.  In fact PG&E has already begun sending out contracts 
for DG owners to sign.  County of Contra Costa received their's last 
week. The option is a higher rate based on STC x 5hrs (from what I was 
told) or pay to install a data acquisition meter for a more accurate 
charge.

PG&E may have presupposed the CPUC position.  A new alternate CPUC 
proposal has surfaced.

key language is "Consistent with Public Utilities Code Section 2827.7, 
customer generation eligible for net metering shall be exempt from the 
CRS adopted in this order."  on page 57 of the document.
