Inverter selection [RE-wrenches]

HI to all
I am trying to propose a system for a 3-phase  120/208
direct line tie with about 22 kW of solar.  I special
problem, only two legs of the 120/208 three phase get
the power.  Only a small amount of power goes to the
third leg.  Any suggestions?
