How do you pick the low ambient temperature for design?

I just spoke with Jeffrey Wolfe, who in turn had spoken with Paul Lyons,
about the right number of Evergreen EC-110 modules in series for an
SMA-2500U 240.  In going to your website, I see that it’s a maximum of 24 in
Series if the low ambient temp is chosen as -4F (-15C), max 23 in series
if -13F (-25C) is chosen, and max 22 in series if
-31F (-35C) is chosen.  I also remember you saying that you would damage the
unit by going over the VOC and therefore the low ambient limits in your
sizing program are HARD limits, not to be violated.  What temperature do you
recommend for various locations and in what source do you find them?  For
example, the NREL ‘redbook’ shows the lowest average minimum daily
temperature of the year in Boston as 21.6F (-5.8C) something we’d probably
consider ordinary.  The same source shows the record minimum temperature
as -11.9F (-24.4C), something we’d consider extraordinarily cold.

The same questions about source would apply to the high ambient temperature
for design, but there you said that all that would happen is you’d move off
the max power point, right?  How much instantaneous power loss would that
cause?
