CA exit fees [RE-wrenches]

I'm a wee bit confused.  The proposed exit fees for NEM Californians, would that be for BOTH businesses and residences or only businesses?

Also, there's an interesting one-page article on the PV situation in New Mexico in the March issue of Photon Magazine.  Anyone interested in a copy, let me know off-line and I'll send you an e-copy.
