We don't think this is a conspiracy, but many of us have had many years
experience doing other work for government agencies and if there is anything
they like to do its requiring some form of "certification" to receive their
money.  Especially if they think there is a chance that something may come
back to bite them.

I am not surprised that state program administrators would try to grab hold
of anything that looks even remotely like a way to qualify installers and
make it mandatory (even if it was intended to be voluntary).  This is even
more true for those without a clue of what solar is all about or what they
should be looking for in qualifying those they will be hiring.

It is just an easy way for them to pass the buck regardless of your good
intentions.
