installers."

We need to remember that certification to promote high quality installations
and consumer protection are two different functions (although related).

In other fields these functions are handled by separate organizations (and
should be for legal reasons)

I think the only "safe" thing NABCEP can do is provide on their website the
list of all installers who hold a current "in good standing" certification,
and reference this listing in all published materials.  If you are not on
the list, you either have not taken the training, think you don't need it,
do not support your trade organization, or lost your certification.  Most
consumers would view any of these reasons as a potential warning against a
given installer even if they did not know the details.
