I called a friend Jim Hefner who owns a UL shop that makes custom 
control systems for the entertainment industry.  He advised me that the 
two best choices are: use flame retardant plywood or quality plywood 
with two coats of flame retardant paint.  Make sure to leave the paint 
can at the job site for the inspector to examine.  Jim knows his stuff 
and is qualified to put UL labels on industrial control systems and
