no mill finish  anodizing is a sulfuric acid treatment of raw aluminum stock
that is like sanding the aluminum to leave a much  smoother surface to
present less surface area for oxidation . It is much better for salt water
environments than anodized dyes to create colors in the aluminum .
Electrostatic painting of aluminum is a superior finish to dyed anodized
colors but noy as good as brite mille finish aluninun at the surface level /
What is most important is the alloy of the aluminun --- rated for strength
and construction purposes . the 600 SERIES T-1 -1 thru T-6  are the best
alloys for  thermal and pv framewalls . IF
8-18 marine grade stainless fasteners are attached to a bolt through the
framewall and copper is  locked nutted to a stainless steel washer
separating the copper from the aluminum rack --then that is superior to the
grounding  screws on the module framewalls AND when SHELL  provides an 4
panel frame that is UL approve as a system then that panel is UL approved
for grounding as a unit in my opinion . Of course i am not an a reliable
source  let  SHELL AND BP engineers noodle this one out .  I WISH i did not
have to buy their hardware because it is clearly inferior to what i can put
together myself. I use much  thicker aluminun hardware with bigger fastners
and bolts purchased from alumihn supply houses and fastners from marine
