Frank,
This reminds me of audible interfaces that blind amateur radio
operators use to read frequency. Number of beeps varies with voltage
... something like that.
You could search for a network of blind hams and their support group
and maybe find somebody to offer advice. It's nothing complex just to
read voltage.
