The strongest argument that I can think of is that PVs make power 
ONLY on peak. They have to buy zero PV watts off peak. See if they 
will level with you as to their actual cost for peaking power. I 
believe it's HUGE- far more than they can sell it for. PVs can save 
them money once there are enough of them to offset firing up a 
peaking plant.
