I think the reason they are going to require it is to provide better
accountability on system estimates and performance.

It's anyone's guess at this point on their funding. Very important that all
the wrenches in California write their legislators and get their clients to
do the same. Solar e-Clips is the best way I know to stay aware of the
process.

It all makes good sense, but I'm surprised that the CEC is now going to
require it!

Speaking of funding, what's your take on the possibility of it actually not
coming through this time?
