Years ago I worked for a company that designed and manufactured very large
custom high voltage power panels.  These were sold to heavy equipment
manufacturers all over the world without any problem, however, any power
panels that were shipped into New York state were required to have all
factory installed (and tested!) power wiring "stripped out" and re-installed
by licensed New York electricians following our wiring diagrams.

Consider yourself lucky if all they are asking for is a higher level of
product testing!!!
