CA C-46 License reworking [RE-wrenches]

Wrenches:

I am not sure but I think the union at LADWP, by locking out systems
less than 10 kW, is violating an Executive Order of the Governor of CA.
I am pretty sure his EO said if it is less than 10kW then the utilities
can not obstruct the interconnection.  Locking out systems to serve
contract negotiations as opposed to any valid technical merits sure
seems like obstruction to me. 

Anyone out there know the specifics of the EO ?

I am well aware of the problems at LADWP. They hosted a class that I
taught
this week. The union is using the issue to leverage their new contract
so
this is simply a pawn in a much larger political game--isn't that fun.

Your question about energizing a local grid with multiple inverters is a
good question. One of the reasons the non-islanding inverter test is so
very
difficult is to keep a high penetration of PV systems from every causing
an
islanding problem. All manufacturers have a very tough time passing this
test.
