Joel:

The Net Metering Law and the PUC Tariffs are two separate documents, with
various conflicts between them.  (Classic Legislated Statute versus
Regulatory Agency Regulations)

The PUC Rules provide the Insurance requirements.  In Baran's case, REU is a
Muni and not subject to them unless they have adopted them or similar
verbiage into their own Tariffs.  I don't know for sure, but there is a
chance that the individual raising the issue is reading the PUC requirements
without understanding that they don't necessarily apply to REU customers.

Hang in there Baran.  I'm sure the local paper is dying to hear about this
if it doesn't resolve itself soon...
