Jeff / Wrenches:

Yes.  California, via the CA Public Utilities Commission not only gives them
the authority, but the duty to monitor and control access to the grid.  I'm
sure every state has a similar edict.

My experience is that this disconnect, whether used by the utility or not,
adds such an insignificant cost to the price of an installation that it is
one of those battles you should fight "another day" if, on that day, you
still think it's worth fighting.  We have a lot of bigger hurdles to
overcome in the immediate future than a $22 disconnect.
