utility obfuscation and obstruction [RE-wrenches]

It depends on the utility.  Southern California Edison
told me that they do not require a utility visible
disconnect, but the local code compliance jurisdiction
made me put one in -- and an airconditioning
disconnect was acceptable.

It would be nice to have national standards that were
agreed to by EVERYBODY.
