I think that loan program is happening on a state-by-state basis.  Here in 
Utah we have a program that is run by the Utah State Department of Energy 
Services (or whatever they call it), and the program is being funded by the 
DOE.  To start, the state had to actually apply for a grant, I 
believe.  It's not automatic.   The state now has 10 NRG systems and 20m 
towers that are being loaned out to first-come, first-serve, for a year at 
a time, and the state wind coordinator is handling the installations and 
data collection.

I don't know if the DOE grant money is available to organizations other 
than state agencies or not, I just know how it's working here.  I doubt if 
DOE wants to get involved with administering the programs on the local 
level.  I hear other states are doing it as well.
