You may have misread my previous posts.

Again from first post on the subject:

I was very quick to call them up and tell them that they would hinder the
NABCEP efforts if they kept this language. I encouraged them to change the
language to "recommends that installers be certified to the testing
requirements of the North American Board of Certified Energy Practitioners
(NABCEP) when this certification becomes available." They have the final say
in what goes into the guidebook, but I hope they listen on this one.

Does that clarify the situation for you? What about "recommend" do you not
understand. Recommend is voluntary; require is not. It should be recommended
to every customer of a PV system as part of the consumer education.

The CEC can and should be supportive of certification in California
particularly because they do very little inspection of installers work. Of
the few systems they do inspect--some have problems. When problems arise
that should trigger more inspections to see if this is an endemic problem.
They don't have the money or won't spend the money on more inspections, so
they live with the problem and move on. Certification is one means of
helping that problem. Is it the best method?-- No. 100% inspections is the
best method, but that will absolutely not happen.

You say NABCEP is voluntary. You say it is appropriate for the CEC to
recommend
(to whom?) and support certification. Certification can be either voluntary
or
required, not both. Do you want NABCEP to be required for the CEC rebate?
