If you are going to wait for "some agency," well, don't hold your breath.
How about getting involved and make it happen. Here's a few ideas:
1. Call your local jurisdictions and see if there is a building officials
trade group. Offer to give a presentation at their meetings.
2. See if the local jurisdictions have an appeals board. Apply to serve
on it. Few appeals occur in our jurisdiction, but we meet once a year to
review policy.
3. When you call for an inspection, insist on meeting the inspector. Call
in advance and request they schedule a little extra time. Ask if they want
to bring any new inspectors along. Point out how a good install should be
done.
4. Invite them to crack the NEC and highlight a section or two you feel is
important.
5. Point out flaws you see in other installations.
6. Get proficient at a drawing program and make good diagrams. Print extra
copies for the inspectors.
7. If your modules are on a roof, supply the ladder. If they tilt flat,
leave a rack or a module accessible for inspection. Suggest they ask for
this on every job.
In other words, make it happen.
