SW4048 voltage swing [RE-wrenches]

I have a SW4048 and noticed recently lighting on the inverter circuit
was "doing the jitter bug".  I lost the cube transformer to my
phone/answering machine.  I suspected a voltage surge.  I checked with
my fluke 87 and found the voltage as high as 165 volts on the output and
wildly fluctuating between 140- 165 volts.  I immediately flipped the
SQD to the utility side till I receive some information about the
troubleshooting protocol.
 
Any suggestions from anyone as to the culprit..??
