Success of Net Metering in L.A.....? [RE-wrenches]

Re: Net Metering in L.A.

1) Could anyone breifly explain to me the subsidy scheme that applies in
the L.A. area for installs of Net Metering.  Don't need complex formulas
or detailed computations; if its basically a % of installed costs, then
that will do.  I am particularly interested in the low end of the scale,
in fact the minimum sized system that could apply for subsidies. i.e.-
systems at the bottom of the food chain.

1a) Do the subsidies come from central government, or regional/district
councils, or city councils, or elsewhere?

1b) Who played the key role to get the scheme approved - (I know about
central gov't, so forget that) - but was it promoted by the city
council, or where - who became the "champion of the cause" and at what
level did they operate?   Was there anyone on the grid supply-line side
of things that helped to promote it, or was it a forced-acceptance from
the grid?

2) Anyone care to estimate the number and/or quantity and/or average
size of system that was installed as a result of subsidies?

2) N/M'ing (on the whole) was instituted in the L.A. area to help
prevent another occurence of the "energy crisis" that occurred the
previous year, correct?

3) Could anyone please make comment to the success of Net Metering in
L.A., notwithstanding any lockouts or other occurrences that might have
afected it.  In relation to a future "energy crisis", of course.

4) If yes, would you like to make a comment about how this can help to
prevent  an "energy crisis" in other cities that could suffer (from lack
of N/M'ing). Notwithstanding any lockouts, etc.

5) Any other comments or background info to add about the subject?

Because this might not be of interest to the group at large, make any
comments to me "off-list"  if you want to.

Although other areas might learn from the experience that happened - and
is still happening - in L.A.  Maybe we could all benefit, in hindsight.
