LADWP, IBEW, lockouts and prune juice, please [RE-wrenches]

Now, for some reason, the islands' utilities are looking into islanding issues for their handful of old SW UPV inverters.  Isn't this the alleged guilty party in the LADWP service area which has led to the wholescale lockout?  Can you provide me with a contact name and phone number at LADWP for someone that is up on their experience with possible islanding of these inverters?  I'd appreciate it.

Anyone know whether other utilities, CA. or otherwise, are also looking at the SW UPV as potential islanding source? Matt L.? What's SMUD's attitude about the SW UPV? 

Just when we thought that the grid-tied SW controversy had been resolved...
