Foundation grounds, water pipe grounds and ground rods are supposed to be
bonded together at the neutral in the enclosure with the service
disconnect. The neutral bus at the service disconnect is the only place on
a premise where the grounded current carrying conductor is permitted to be
grounded.
In another building fed by the same service, it is permitted (and often
required) to bond the neutral to another ground rod and any other grounding
electrodes that are available.
