Rob,
I can see the concern in a small battery,large array scenario. But 
true to the NEC format, they will make ALL systems, whether grid 
connected or stand-alone, comply with the requirement. Yet another 
couple of hundred bucks to an already pricey system. And, it will 
fall hardest financially on small off-grid systems where the user can 
ill afford it and likely doesn't need it.
