That's cuz there's such a small amount of PV intertied.  The utilities got a cap
put on the current intertie rebate program that they don't have to accept any
more than 1/10 of 1% of their generation capacity from residential renewable
energy intertie.  But don't worry, we're in no danger of bumping up against that
cap anytime soon.
