If the state in which this project is located has a net metering law,
consider a grid tie, particularly if time of use metering is available.
You purchase power for lighting during off-peak, when rates are lower, and
sell to the grid during peak, when the rates are higher.  Parking lots
generally have some spare area to install panels.

(I now a response on PG&E e-mail head clarifying that PG&E net metering
customers are credited at the higher rates if generating during peak hours).
