Net metering agreements - help! [RE-wrenches]

Tom,

Be sure to build in a way to enforce the laws... mitigations and laws
are fine, but I have found the real work is in getting corporations and
businesses to abide by the laws. If you don't have the resources to
litigate, then usually violations go unheeded. I have bumped into
PacifiCorp's "technic" of doing this here in Northern CA... sigh.
