SW2512 "work around" [RE-wrenches]

If only it was so simple guys.

The disco is only one issue. We need to fight them on all so that we can 
have something to trade when they finally get to the table for real. The 
reqirement for the disco switch simply promotes misunderstanding and 
distrust of the systems, as do many of the other regulations, such as 
having to carry specified insurance levels to net meter.

All we want to do is have RE treated like any other power source in the 
regs. If they treated us like fossil generators, we'd be set. Fossil 
gensets (home size) have no rules, but many installs are a real hazard. 
Large fosil gensets in Hospitals are allowed without disconnecting means 
"for life safety" reasons. I used to design hospitals and hospital gen 
sets. That reasoning is a bunch of crud.

Just one more example, we just got the preliminary ruling on a Bergey 10kW 
unit that is proposed over in Middlebury VT. The Public Service Board 
hearing officer agreed with one of the abutters who stated that the wind  
mill would be "shocking and offensive", and thus will not be allowed. I 
could go on and give the details of the ruling, etc., but suffice to say, 
this is not really about disco switches or about towers being shocking and 
offensive. Its about the utilities trying to block our access to the power 
lines, access allowed to us under the law and blocked by beauraucratic 
regulation. The utilities goal is to make RE as expensive and as difficult 
as possible. If you guys have a different relationship with oyur utilities, 
that's great. We're trying, but these guys are out for blood.

	Agree. I could never quite figure out what the big flip-out was about the
disconnect. Sure it's redundant, of course it's bascially silly, but if
'they' want so little to be legit, let 'em have it.
