Proposed Changes to C.E.C. rebates in California [RE-wrenches]

We have already see this from Y2k. Supply shortages. Goofy systems in bomb
shelters the fall out is just starting to trickle in. This issue is
something suppliers can help us out with ... For example I have seen systems
that were installed incorrectly or poorly here in my reign.  That suppliers
sold to a yahoo a designed over the phone.  So now to bad for the costomer
they can't get service from the yahoo. Certification : BY US we can make the
rules and cerate a real program.  Here in NC the NCSC has a 2 day training
for "licensed electricians "THAT IN NO WAY MAKES THEM A SOLAR INSTALLER".
In fact it adds to the goofiness out there, most electricians need to stick
to wiring houses (standard stuff) not solar or RE systems.  What electrician
wants a costomer calling at midnight screaming about a failed part like (a
trace inverter or something) .

We must create a separate national solar electric code and licensing /
member ship to SolarBozo's.  Or something like Security Systems or HVAC.
There are some of us out here dealing with what I refer to as the "good old
boy" system of state licensing.  If some wanted to became a licensed
electrical contractor in the late 70's or early 80's all that was needed was
to be a (white man) name & address on a piece of toilet paper. Now you need
4000 to 6000 hours working for a "Good old Boy" Try being a woman or woman
minority and getting that job for 2 years or more. (or a liberal solar
installer for that matter)  Only your husband is safe to work with.  I am
Pissed off at these asinine "standard electrical contractor regulations"
enn! - dxlk! opxx! --roexxx! mixslfmx! xxlaglakflk!!!!.
RE INSTALLERS NEW ONES!!!!!!!!!! We need to make it happen!!!!
What makes a real soarbozo a solarbozo (RE Installer) or a real Wrench a
WRENCH ???????
