NiCd Setpoints [RE-wrenches]

I just looked at a tiny one panel system with 10 Edison Cells all in series.
They had been re-manufactured by Pacific energy storage according to the
sticker. Each on was less than 10" high x 5" wide x 5" deep. The owner
didn't know they how many amp hours they were. But of course he didn't know
they were NiCd's either.
Anyone know how many amp hours we are talking about here? I worked with
some 400 amp hour Edison that were about as tall as L-16's but not near as
deep or wide.
The real question I have is what should I do for a charge controller for
this guy? He doesn't have one currently and the batteries were pretty much
dry. From memory you have to charge NiCd's to 15.5 but since this is a 12
volt system it's going to be getting close to hurting the 12 loads or will
it?
