Small DC stuff [RE-wrenches]

Greetings fellow wrenchers,
I still incorporate some custom DC stuff into most systems I install. A
couple quick questions for those of you who also have pondered....
1) I make some custom LED nite-lites for some clients and have always
designed the dropping resistor to provide for 30VDC (24 volt system) and
15VDC (12 volt systems). I am considering this to be max system voltage
(except EQ and they better have em off). Someone doing LED's at the MREA's
E-fair told me that LED's are also damaged by undervoltage as well as
overvoltage. Tell me it aint so!
2) I also incorporate some Low voltage DC brushless "muffin" fans into some
systems... composting toilets, ventilation, etc. A guy stopped into my shop
and wanted to do a small PV direct ventilating system and I recommended a
small panel and a couple such fans. I know I have done PV direct brushless
muffin fans before, but I looked very foolish when I went to show him how to
put these simple components together and they wouldn't run. Apparently some
of these fans handle the various voltages they may encounter in PV direct
applications, while the electronics package in others will not??? I've got
a few in inventory that will run panel direct and a whole bunch that will not.
Any thoughts appreciated.
