Solution for freezing pipes? [RE-wrenches]

Use heat tape (not the cheap stuff) but the silver wire wrapped stuff that
you terminate the end to whatever length you need.  Put the tape in a
straight line on the bottom of the pipe Wrap that with fiberglass pipe wrap
and then with Reflectix pipe insulation. Do not squeeze the fiberglass
tightly. If the insulation is not enough to keep it from freezing you can
use the heat tape.
Unfortunately running water does freeze, and seems to be harder to thaw out
than standing water (just my personal experience / opinion).

Howdy List,

What is the best design practice for dealing with keeping pipes from
freezing.  I have a client that has an unheated crawl and exposed
plumbing.  Located in High Altitude Colorado.

Do folks design in heat tape and the pv to run it?
Solar thermal solutions?
Propane fired thermostatically controlled heaters?
Leave the water running?
