KWH meter discrepancy [RE-wrenches]

I have seen quite a bit of discrepancy in the meters on grid-tie 
inverters. We are running a test of 4 inverters on identical arrays on 
the Arcata, CA city hall. Roger, a contractor in Arcata sold and 
installed the systems and it is being monitored by a Fat Spaniel 
system.  You can see the results real time at -

We are seeing the displays on the SMA and Xantrex inverters in the test 
reading within 2% of the Fat Spaniel monitor. The Fronius and the 
PVPowered displays are reading 7-10% higher than actual output on the 
monitoring system.
Please not that the PVPowered output in the cumulative total on the web 
site is low because the inverter failed and was off for a week while we 
waited for replacement.  The actual PVPowered output is only about 5% 
lower than the other inverters in the test. Unfortunately we do not have 
utility grade meters on each inverter to compare their outputs.
